Supporting JCOD’s Work to Empower Community Based Organizations and Build Alternatives to Incarceration
Our Approach
Transformative change starts in our communities, but requires collaboration with policymakers at every level of government to achieve broad implementation. That’s why Amity Foundation works closely with the Los Angeles County Justice, Care, and Opportunities Department (JCOD) to expand opportunities for justice-impacted individuals, families, and communities.
Our work includes shaping policies at the local, state, and national level that strengthen nonprofit service providers and support historically underserved communities — especially those impacted by incarceration, addiction, and housing instability. We champion legislation that advances equity, reentry support, and alternatives to punishment.
Key to this work are the relationships we forge – both with policymakers and with state and local agencies, including the California Dept. of Corrections and Rehabilitation (CDCR) and LA County’s Justice, Care and Opportunities Department (LA JCOD). Through these partnerships we advance alternatives to incarceration that promote public safety by offering pathways to recovery and opportunity for justice-involved individuals and their families.
Amity Foundation has built a long-standing partnership with the California Department of Corrections and Rehabilitation (CDCR), that is integral to our focus on placing people at the center of the justice system. Our MCRP and FCRP campuses reflect CDCR’s commitment to investing in proven alternatives to incarceration, and the steps we are taking together to advance rehabilitation, accountability, and safer, healthier communities.
Overview
Care First Community Investment Grants
As the Third Party Administrator (TPA) for the Care First Community Investment (CFCI) Care Grants, Amity helps identify and deliver grant funding to programs that provide case management, workforce development, youth services, creative opportunities, and other resources that foster hope and healing for those most impacted by the justice system.

JCOD STOP Program
Through JCOD Specialized Treatment for Optimized Programming (STOP), Amity connects currently and recently incarcerated individuals in Los Angeles County with targeted, evidence-based services that support recovery and reentry.
